stringers

can someone explain to me how to weld stringers & what the reason for stringers would be.i have 2--225 lincoln ac welders one that about 3 yrs old & the other alot older i purchased from a freind. the older one is alot more heavier & i think welds the best. if i was welding a 24"  1/8" thick flat pc 24" long 20" wide  to a 24" 12" & the 12" pc was being welded upright to the flat pc where would stringers play a part here.also would it be better to weld from inside or outside.also please give me a good selection of rods to use with this welder.  i am 58 yrs old & have been trying to self learn how to weld.most of what i weld is 1/8" or less mild steel.  thanks for your help.  mccoy
