Software needed

I am looking for simple FREE software to make my drawings with.  It would be nice too if I could load a photos and "draw" on top of it.  Any suggestions?  Not too complicated though.
Reply:I have Paint on my PC.  It on you PC and don't know it.  If you have a picture saved, right click on it's icon.  It will then have a whole list of option.  One will be "Open with".  Scroll down to Paint and it opens it in another window.  I don't have the version below, but it looks just like the program I have.http://www.getpaint.net/It would be nice too if I could load a photos and "draw" on top of it.
