Where can I find a rubber wheel bit?

Everybody I've asked looks at me like a confused doberman when I ask this. I end up having to explain that they're used in wire welding to remove burrs & make minor cosmetic repairs. Nothing at Home Depot or Lowes and Google is leaving me empty handed. Thanks
