Foodservice Stainless / Carbon Steel 'Carrige'

Had a question brought to me today that I figured I knew the answer to, but I honestly am starting to dbout myself on. An aquaintance with a foodservice / small manufactring set up came to me he had found some used (maple suryp shipping) 55 gallon stainless steel drums for under 200 dollars apice, an extra 80 or so to have them shipped. He wanted to take the tops off to form a sort of a vat, weld a bung in near the bottom, but on the side of the drum, for a spicket. That's all straightforeward to me stainless steel bung and clean all the edges and welds good so that it does not entice contanimation and is easy to clean, the thing that I was unsure of is that he would like these on a roller type of a cart with the bottom of the vat about 3' off of the ground. Wanted to know that where all the structure for the 'trolley' would be welded to the outside, if regular carbon steel could be used and welded to the vat it's self, on the outside, and would not affect the food-safe integrity of the vat / drum.
