Jig question

I want to join two 12.7mm carbon steel tubes at a right angle.I have precut a 45 degree angle on both.My question is, if I'm using a wooden work bench which is covered cmopletely with a 5mm sheet of steel, what's the best way to hold these tubes together while I tig/mig/stick them together?I don't mind making a jig and attaching it to the table somehow.Thanks
