Hinged ladder rack

This job was done 'bout a year ago. The customer wanted to keep the rack on his work trailer, but it had been sized for a 4 door cab pickup. Now it stuck out really far over the bed of the tow vehicle. He just wanted a hinge set up so that it could collapse for towing with tall cargo in the bed of the tow vehicle. Ok...
