Who is responsible for providing the welding procedure specification, the engineer for the project or the welder doing the prep and welding?
Reply:Well since the welder is normally not qualified to understand materials and their metallurgical aspect or their mechanical properties, it is up to the EOR to specify welding information, the problem is the engineer is normally not qualified to understand this information either, so it can be quite a hassle. A welding Engineer is who should write and qualify procedures for certain types of work, but i will say this, D1.1 has the materials and the base metal all laid out in clause 3, therefore anyone can write a wps to D1.1 if the joint meets the criteria, Another way around this, if its a material that is listed in a SWPS u can purchase them and utilize them, its all in the contract details, no contract, who cares......Keep in mind, prints are contractual documents, the welder has to build the item to the print, the print is signed off by the EOR, if the EOR makes a mistake and the contractor builds it to the print, its the EORs issue, not the contractors. If the contractor builds it his way and it has an issue, its the contractors liability. Now where do the inspectors come into play, they are the ones who half to ensure the items are built to the engineers specifications from the prints and contract documents.I forgot how to change this.

Reply:Most jobs I get I have to provide a WPS, and have engineering approve. Said approvals are only good for a certain period like one or two years. They do provide me with the forms though. I fill out the forms, attach my approvals, and wait. If there is no provision for an approval I have to do test samples, have them tested, and send the supporting documents along with the new approval. http://www.aws.org/technical/forms/m1.pdfOr you can buy a one-time-license pre-approved standard welding procedure specification(SWPS) from the American Welding Society for less that a couple hundred bucks. All the parameters and testing has been done by the standards-welding procedures committee of the welding research council. Just make sure your weldor passes the appropriate qualification to satisfy the WPS, and add the supporting documentation and you are golden. Standard Welding Procedures approved by the engineer may be used on work  covered by AWS D1.1 according to AWS.2007 prices were $183 for members, and $244 for nonmembers.
