LOW Charpy test result ? ?

our Charpy test result are so low, 8 &10 @ 0C( Submerged Arc Welding-thickness 14.27)Whats the cause of these results ?also other specimen with these properties with the results of 14,115,126,10 ????
Reply:Inproper filler metal, too much heat input, Flux not dry enough.Vantage 500's LN-25's, VI-400's, cobramatics, Miller migs, synch 350 LX, Powcon inverters, XMT's, 250 Ton Acurrpress 12' brake, 1/4" 10' Atlantic shear,Koikie plasma table W/ esab plasmas. marvel & hyd-mech saws, pirrana & metal muncher punches.
Reply:What is the material you are welding?  Low carbon steel like A36 isn't highly affected by heat treatment, and at 12mm you shouldn't require any heat treatment.  Hydrogen embrittlement is certainly a posibilty if you have poor flux coverage or wet flux.  0C is cold and will certainly affect Charpy numbers.
Reply:What filler material and base metal?  Where were the low specimens taken in proximity to the edges of the plate?  Was the weld examined by radiography prior to testing?  It's not uncommon to pick up a low impact value if the test specimen has any sort of inclusion (porosity, etc).  It's also not uncommon to see lower impact values as you approach the edges of a test coupon when using a process with a high heat input.
Reply:Piss poor Quality Assurance. Lack of welder skill. Managerial issues. No welding procedure. Any of these things correct ?I forgot how to change this.
Reply:Base metal: A36 & filler metal is EM12. Submerged Arc Welding Spiral Pipe production. the process inspected by online Ultrasonic tests and the specimen picked up from a pipe.
Reply:Are those all weld metal specimens, or was it failing in the BM/HAZ?
Reply:the notch is on the weld
