Security grating for windows.

I volunteer for the local Habitat for Humanity  chapter.  The construction manager discovered that I'm a welder (well not really, I'm a total noob who bought a buzz box off of Craigslist and likes to make sparks amd smoke, but that distinction may be lost on him)  Anyway, he asked if I could make steel grating for the windows of the project site office trailer to keep the vandals out.  I haven't had a chance to inspect said trailer yet as construction season is a ways off and it's still in a storage yard.  so, I don't know yet how many windows or how big.  I've been scratching my head about the best way to go about this, and would welcome any input.  So far considerations are these: Appearance ain't a big consideration. Yeah, I try produce the best craftsmanship I can, within the limits of my ability, but they aren't going on the front of the Louvre.  Utilitarian is the key here. Budget is low, it's a volunteer project for a volunteer organization, so we don't want to spend a lot on materials. We're just looking to exclude the casual vandal/burglar. If someone shows up with a gas powered chop saw, they're getting in.  So I'm not trying to build fort knox, just making it more of a job than merely tossing a rock through a window and climbing in.   I just got asked yesterday, so I' still early in the "mulling it over" stages.  I'm thinking maybe a grid, 12" OC or so,  out of #4 rebar.  Rebar, because my uniformed opinion is that this is common, and probably cheaper to acquire than other similar steel bars.  Maybe this is misconception on my part?  Any thoughts on attachment?   One thought is a complete frame around the window, made out of appropriately sized angle, to which the grid would be welded.  Fasteners:  leaning toward carriage bolts (because they wouldn't have anything on the outside you could put a wrench on) through the walls with a  washer and nut on the inside.  Lag bolts would be fairly easily removable from the outside.  Any thoughts or suggestions on any of this wold e appreciated.
Reply:Rebar IS cheaper, but its also unpredictable, kind of the "bologna" of the welding world. When they make it, they pretty much just throw in whatever they have laying around, and it was never really meant to be welded... Although some find success using 7018.The main consideration is that of liability, since if the building burns and someone can't get out because the windows have bars over them, then you could be held liable.[Account Abandoned 8/8/16 Please Do Not Attempt Contact Or Expect A Reply]. Reply:if its volunteer work and is not being paid for the work then he wouldnt be liable for anything, correct.  if im wrong please let me know.
Reply:There are quick release latches for window grates.  You might consider adapting fence sections into window grates if you have any in your Habitat Re-Store, I like your idea about using carriage bolts.  You might also consider adding motion sensing flood lamps in an armored cage.I offer three choices: Good, Fast, & Cheap. Reply:I have seen  "Coltrin" emergency window guard releases sold at Superior Ornamental Supply on Main Street, Chula Vista, CA.I don't do Ornamental Iron work but have been there when other customers purchased them.  I know they are a long way from Anchorage, but look them up on Google and have a chat. Reply:I personally, to try and avoid any liability issues would go with the carriage bolts have them extend into the office and just use a wing nut to be able to take them off fast if needed, just my .02 cents
