Polishing Stainless Steel

Whats the difference between polishing with sanding belt/Scotch Brite and polishing with cotton wheel that you fill with the red clear "jelly" and then fill with the abrasive paste ? And what's called the second method mentioned ? Im pretty sure there's a name for each method difference ? I know you can do a mirror finnish with the cotton wheel and some compounds, but when you have to make a #4 finnish (brushed) what's the difference with both method ? To me its sounds easier to work with Sotch Brite or sanding belt.
