Water cooled Lincoln invertec 270tp very delayed start/ weak starts

Hi guys just bought a water cooler and tig torch but I'm struggling to start an arc it's hit and miss at best and very detayed after pressing the foot pedal ( also new foot control)Any ideas? Reply:Further backgroundi had a welding shop make up the tig torch to match my welder its a ( tigmaster size 20) is it possible that they made a loose connection? seems as though the machine is struggling on the power front.
