welding help needed near Stafford, VA 22554

hey guys, I have a friend of mine in a situation and I'm looking to help him find someone qualified to do a welding job that he needs done. basically the problem is that the rear shock upper mounts to the frame rail with 2 studs and there is no easy way to replace these studs, no way to even do much from the top as it's a boxed rail section that is reinforced right in this area.what needs to be done is to grind both original studs flat, then fabricate a plate to cap the area with new studs... this setup can tolerate the additional thickness of this plate and ideally both sides would be done the same to keep it symmetrical. 2 options are either weld nuts to the plate or weld some grade 8 bolts as studsI'm not looking for charity work here, more than willing to pay what something like this should cost, only problem is finding someone who is A willing to do it and B, capable of doing it wellhere is a picture of the area in question and an idea of what needs to be done, it's pretty easy to access with the wheel off and I could probably get my friend to remove the interior trim ahead of time in prep for this welding... anyone who can do this or knows of a shop who can I'd really appreciate the contact for this, the guy is prepared to pay to have this done and I've told him to expect up to $300-$350 or so for the job done right, I'm hoping someone here can help or put me in touch with someone who can help, the last thing I want here is someone to make a butchery of this, really want to do it well the first time, thanks  miller 330a bp TIGmiller dynasty 200DX TIGmillermatic 185 MIGthermal dynamics cutmaster 101 plasma cuttersnap-on YA5550 plasma cutterhypertherm powermax 30 plasma cutterbaileigh CS225 cold sawetc....
