Marquette redo spot model 21

I inherited the model 21 from my dad and believe he picked it up used hoping to use it with his forney arc welder.  There is no manual with it, but it looks like one of the pictures I found on the net that sold a couple of years ago in Cincinnati.  Wondering if there is an operator manual available or if anyone can explain how it works so I can tell if it is worth my time?Thanks
