Lincoln 300D wont rev up when using grinder

My classic 300D wont rev up when using a grinder. The grinder will start but wont go to full RPM unless you flip the switch to high idle . It will rev up when you strike an arc ? Guessing idle board ? Anybody got any ideas been sitting awhile.
