Question - Regulations in NY or NYC

I was recently asked by a friend that is a retired Detective from the NYPD where I got my welding gas ( Oxygen, Acetylene, Argon ). He asked me if I had a license for these gases. (I am in Rhode Island and he is in New York City). I tell him that I have  local welding distributor that I have been dealing with for years and in this state no license is required.  He tells me that in New York, he believes that people need a license to buy welding gasses.  Has anybody heard of this?   Is he misinformed (he is retired) ? Are there any regulations like this ANYWHERE in these great United States of America?

Reply:No liscense in New York STATE.  The tanks have to be "Transported securly" as in not in your trunk.  They also have to be transported upright.David
Reply:I don't know about buying the gas but I've heard that hobbist of all types really get harrassed if they get the idea that you're receiving any money for small jobs on the side without a business license.

Reply:Thank all of you for answering this question. There are some crazy laws in some states, I hope that this post did not give any lawmakers a new crazy idea.
Reply:Illinois has no requirements for certification or licensing to obtain gases.

Reply:He might be confused on the law that is nationwide that you have to be lisenced to purchased freon.
