welding 1095 steel

I am looking for a successful procedure to plug weld 5/8 thick 1095 steel to 1/4 thick mild steel  that is embedded in concrete. The 1095 is 5" wide, primed and painted. The mild steel is 3" wide and rusted over. Stick welding is preferred. The 1095 is wearbar that is being used in a water treatment plant. Any additional info can be provided if needed. Also, have you ever heard of beating steel around the weld immediately after welding to relieve "tension"                                                                                     Any help is much appreciated,                                                                                                   Cazu62
Reply:Since the 1095 is extremely hardenable and prone to hydrogen embrittlement cold cracking in the HAZ,   I would do some research on recommended preheat and postheat parameters.  Also make sure everything is clean of oils and grease, scale and rust,   Use fresh, properly stored low hydrogen rod.  Possibly consider a high nickle rod or 309 or 312 SS to give a ductile weld, although this could be a cost issue and maybe not needed for the application.  Peening between weld passes is a technique I've heard of for the relieving contraction stress of the weld that is acting to fracture the brittle HAZ of the 1095.
