Is this used, converted arc welder worth my time?

I'm looking at this welder on craigslist, and I was wondering if someone recognized this DC conversion kit.The seller is selling it "as it". He says his "uncle added an after-market output rectifier." the seller does not know how to use it, or how to switch from AC to DC.I don't know what the notes on the picture relate to.I have really don't know what I'm looking at here, so if someone recognized this as  a legitimate conversion kit than maybe I'll give it a shot.If it's just a home brew, well.. i'd rather not get killed by someone else's f-up(its ok if its my f-up)I understand basic electronics, but I can't tell anything from these pics.seller wants $75This will not be my work machine, this is just so I can get good at stick welding.
