OCV and CV Machines

I think I understand the relationship with OCV and CC stick machines as it relates to arc length.  I am trying to understand how this related to CV wire welders.  I understand, that on the old transformer based CC units, amperage will change as arc length changes.  Since CC units typically have an OCV of around 80V and CV wire welders have an OCV of aroun 40V, would this mean that the effect of amperage change with arc length would be less with a CV unit?
