Acetylene bottle problem Help Please

I purchased a used acetlyene bottle this weekend on craigslist and i put the regulator on and had no pressure. I took it to exchange and they said it was full. but they only said that by how it weighed. Is there a way i can pressure up or fix it. Has anyone had this problem.
Reply:Did you, by chance, open the valve while the regulator was off, to see if any gas came out and thereby determine if it had any pressure and, if so, roughly how much?I suppose, if you just got it used,  there's always a chance it could be filled with water, or even concrete!
Reply:i did crack it open with it off and there was no movement or pressure release. Cant they pressure up on it do maybe release the valve.
Reply:If it has no gas inside but weighs more than it should according to the numbers stamped on the cylinder, then something is wrong.Acetylene cylinders need to be refilled under very controlled conditions so it can only be done at certain facilities. If the cylinder doesn't meet the specifications (as determined by examination and/or proper testing), then it can't be filled at all. Did you show the people at the LWS that it had no gas, and ask what might be wrong?Any chance you can get your money back? Sounds like you probably were cheated...although I'd need to know all the details to be sure, and I cant help if you were.
Reply:well unfortunetly i cant get my money back the oxygen bottle did work real good and the gauge worked good too. The only one was the acetylene bottle.
Reply:Their is no way cheap or easy way around it you have got to take it into LWS to have it checked and serviced to see whether the valve/stem is stripped or stuck, I've never seen one.If it has acetylene they may credit you the acetylene.What did you pay for it?
