It was raing cats & dogs this past weekend, so I had time to kill in my garage.I have two Harbor Freight welding carts that I picked up for less than $40 ea.BUT,......I never liked the fact that the top shelf (where the welder sits) has such a steep angle. I had to shim/space the cylinder out with a scrap piece of 2x6 because the welder was the same length as the shelf and the top, rear edge would touch the tank before going all the way back.ANYWAY,.........I modified / shortened the side rails, drilled a few holes and now the shelf (s) sit almost level.
