Does TIG Rust?

I know very very little about welding and need to know if somethin is TIG or not.  I gave a friend a stainless steel container so he could have one of his friends do some welding on it.  He welded a stainless steel fitting onto the side of the container.  I got it back, brought it home to a friends house and he says since the weld looks a little rusty that it might not be TIG.  Its important because the container will be used for making home brew and needs to be food grade.  Will TIG rust?  How do I tell for sure if its TIG?  Someone told me that only stainless steel welding material would stick to stainless steel so it had to be TIG, but  that doesnt sound right to me.  Any info would be appreciated.  Thanks.
Reply:He might of tigged it but then again he might not have. It isn't the welding process he messed up, it was the filler material he used. Sounds to me like he used regular old 70s6 or whatever wire he had in his welder. If it's rusting it aint stainless. Plain and simple. O, and you can wald stainless a number of ways...not just TIG
Reply:Ok, so no matter what I can be pretty certain that its not stainless because its got rust on it?  I'm being told that it will rust and oxidize a little bit depending on the conditions when he was welding.  Like I said, I know very little about welding.  Thanks.

Reply:Yes the parts are all food grade, the only thing I'm concerned about is that materials used to weld.  It needs to be stainless and now I'm pretty sure since its rusty that its not stainless.  Am I right?

Reply:Alright I got a better concept, I didnt know TIG was similar to stick, and that different materials could be used.  Yes its very magnetic, and the container that I know is stainless is barely magnetic.  Thanks everyone for the info.  My next question is do they make a stainless rod for stick welding?

Seeing as how it was done by a friend of a friend and most likely for free, I ASSUMED it most likely was nothing more than a pecker with a cheap 115 welder getting in over his head. Reply:permit me to stir the soup a bit.. has anyone evr noticed that some mild steel tig beads are rust-resistant? i cant explainit but i have some stuff ive built  thats been in the garage for two years and wont rust.. mild steel with er70s2 filler...
