ASME B31.3 Wall thickness

Hello,I have a problem with the wall thicknesses of the materials( Reducers , Elbows)  Reducers that is being welded must be 10 mm according to the standard but the material which was ordered is 12.7mm.  According to B31.3 wall thicknesses must not be lower than %87.5 of the specified thickness in the standard but is there an upper limit on thickness ?  I know it's nothing to do with welding but I am stucked and couldn't find any supported information about it. (Carbon steel, Low pressure)Thank you..
Reply:sorry but what steel you mean, this is  SA-235 or SA-345 etc.

Reply:I want to say its .090 of an inch however, I think it depends ultimately on the inspector and individual policy I've transitioned lots of .500w to  .375w but I worked for 1 company that wouldn't let us transition anything
