Welding screen

I came up with this design for a welding screen. The vertical sections will slip over the round sections so that the base on wheels can be turned as needed(will make 2 screens which can be joined). One or two nuts  will be welded to the vertical section to be able to  fix position of the base.Would appreciate some feedback regarding the following:(a)How long would the round section on the base need to be to ensurestability ?(b)Would it be strong enough just to weld around the round section on thebase (I was thinking of also welding washers to reduce friction whenrotating base ) ?(c)For painting - any tricks to getting good results with a brush or roller/whattype of paint ?Have TIG/arc welder and MIG welders - thinking of practicing with MIGto do the welding. Reply:Commercially available weld screens will usually have bases around 18" (450mm) long.  I would skip the round section vertically attached to the base.  These weld screens are light enough that you can lift them easily by hand to reposition them or use swivel casters to roll them around.  If you don't foresee a need to remove the bases, weld them to the frame.
Reply:mstyer, the reason  I wanted the base to rotate (include the round pieces, washers and  nuts/bolts for fixing bases) is that I will make 2 screens on casters and I was thinking of adding a weld on hinge so that I can join the screens when needed / have them close to each other and be able to angle them with respect to each other as needed. Without the capability to rotate the bases, adjacent bases would not allow angling nor coming close to each other if they're eg at 90 degrees to each other as the bases would hit.Interesting about the 450mm base you indicated because I searched theweb and found a lot of them to be 24" (610 mm) eg Wilson screens - got a feeling 450 would be good for a low screen.I'm a beginner in welding, so am not sure if this capability is needed/used often.In the garage I will have them side by side but maybe outside they may need to be joined and angled.
