Power tool h.p. (over-)rating?

I am wondering what sort of monkey math is used to rate the h.p. of  electric power tools.I recently bought a Dewalt cut-off saw and noticed it was rated at 4 h.p.,15 amps,120 volts.Miller a/c-d/c Thunderbolt XLMillermatic 180 Purox O/ASmith Littletorch O/AHobart Champion Elite
Reply:My math comes up 2.4 HP w/ 15 amp draw. 4 HP would pull 25 amps. Go figger!!
