Lincoln 250 - Gas solenoid does not have 12v - need help

Hi Everyone,I have a wire matic 250 and gas solenoid valve only has 6 .6 volts not 12, according to the user manual they say to replace the board.  Does anyone know how to trouble shoot the board or possibly check something else.I am checking J8 at pin 3 and 4 and have 1/2 voltage on my digital meter ?Thanks!
