Serial KB119205 has 700 Hrs on it.Low voltage output. Will barely make a Grinder turn on. Also will barely strike an arc but wont continue. Already cleaned brushes and slip rings. Tried reexciting the magnetism in the rotor and nothing changed. Did this by applying 12 volts to lead 5 and 6 while it was running. Any more ideas would be appreciated
