Miller trailblazer 251 technical info wanted

Hey all,I've come looking for some technical advice on a miller trailblazer 251 I recently purchased. I purchased it from a guy who had intended to get it up and running but never got around to it. He informed me the PC2 board on it could be bad, but he was unsure as it had not ran in quite some time. Fast forward to now- I got the engine running after a carb tune up, oil change and a battery. Thing runs like a champ, I also had to get a new idle control solenoid for it and it idles and runs full throttle without an issue. I checked the RPM with a tac meter and also my hertz sitting at about 61 at the 120V plugs. So let me get into the electric issues I am having. Upon tearing into the electrical side I found a large capacitor that sits under the PC2 board had blown. I also found that resistor 5 and 6 were blown, they are now replaced. All fuses are in working condition. I also replaced the brushes as they were being worn low. I had also discovered that wires 45 and 46 were attached to a resistor, I moved them back to SR2 and upon emailing miller they said the resistor was used when the unit was first produced, but if the board was replaced at one point the resistor is no longer used (I am unsure of how they got there or why).The welder has perfect aux power at both sets of plugs (120v and 240v), they have been tested and work great. My issue is I have no weld output, and upon checking the wires that are leaving the armature i have no voltage present. Upon as much research as I could do I have checked all capacitors and resistors and everything seems to be okay. What i am curious about is a couple bits of technical information that some here may know. What kind of voltage should I see leaving the brushes? What kind of resistance should I see (roughly) when I ohm out wires 23 and 24? What kind of voltage should be leaving both the rectifiers SR2 and SR3? The PC2 board LEDs are not lighting up, and i fear the board may be bad and needs to be replaced, but I don't know enough about the technical info like this before i make that call. Id like to verify that everything is okay going to the board before i say the board is bad. There does not appear to be any burn marks or discolored areas on the board, it appears to be in great shape. Any pointers or info would be greatly appreciated, I appreciate it thank you. Kevin(NOTE: both the switches for weld output are up for local control control and not remote, just so thats clear.)
