Opinions Requested - Lack of Fusion or a Pore?

I'm having a hard time classifying this as lack of fusion due to it being so far from the actual face of the bevel. Am I wrong to think this is more of a porosity pore than lack of fusion? (Reasoning in questioning it; LOF = Immediate fail.
