Is a float gauge supposed to leak down after closing valve?

I just noticed this tonight, gauge is losing pressure fast after valve is closed, I checked for leaks found the threads on the gauge where leaking. So I removed the gauge and wrapped tape around it, checked again, no leak there anymore. Opened tank again, I see the gauge descending again, sprayed again and see bubble coming from a vent hole at the bottom of the unit, is this normal bleed off or is this unit fubar ?
