What is the best method to do this?

Hello,I have a question on how to attach a bracket to the inside of a case of machine. I am attaching pictures of the bracket and the outside and inside of the machine.  My problem is that there is a second sheet of metal inside the case that was used to reinforce the frame so an external pivot arm could be attached to move the machine. I just want to attach the bracket but I don't know what would be the best method to cut the extra lip on the inside of the case.  The bracket should sit flush with the inside surface of the machine. I am attaching a picture with the arm that attaches to the bracket on the outside so you can get an idea of what I am attempting to accomplish.  I am ignorant about cutting metal like this so and also how best to do it.
