life guard chair stand

i was asked to buid this stand for a life guard chair .the tube is 4"SQ 1/8 wall the base and top plate are 5/8 thick x8"widethe base is 16"long top8" all carbon steel.(yes i know stainless would look better and last longer) i was told to use what i usedChuckASME Pressure Vessel welder
