Reply:Well it has poor alignment, and can't really clamp tightly around anything since you have to get the hinge bolt in and out. If it were to be used to draw two things together why are there nuts on the inside section of the threads?I think it is used to separate two concentric things.

Reply:danomite beat me to it. Here in Arizona they have a bunch of those but instead of pins, they use padlocks. Reply:We use something similar to that on our aircraft, call'em downlocks. They are used to lock down the landing gear for safe towing operations on the ground (dont want the taxpayers to have to pay for a jacked up aircraft because of a bonehead mistake!!)
