Tank question

I just bought these 2 empty helium tanks off CL and want to change one out for 100% argon and the other for a Tri mix.  I think they are 60 cf tanks based on their length.  I paid $25 each.  The one tank with a date stamp of of 12/02 and + *  has a little rust on the neck and some cosmetic rust on the side but the bottom is fine and also the black plastic protector/handle is cracked.  The other tank which is stamped 3/01 with a + * is in better shape.  Do you think I am going to  have an issue exchanging these and was the price fair at $25 each?  I realize the one from 2001 is out of date by a year but I am hoping I can swap it out without having to pay for a hydo.  Thanks,
Reply:They will take them but at least around here because they are "New" to them they may want to test them first before taking..They have the stamps so who knows......zap!I am not completely insane..Some parts are missing Professional Driver on a closed course....Do not attempt.Just because I'm a  dumbass don't mean that you can be too.So DON'T try any of this **** l do at home.
Reply:Looks like a good deal to me. I doubt you will have much of a problem swapping those out. I know I wouldn't have any issues with my guy.The only issue I see is the trimix. My LWS doesn't keep a lot of "odd" mixes in small cylinders. I can get the mixes, but I have to let them know in advance, about a week to 10 days, so they can get the mix shipped in to the store in the size I need. Some mixes I've looked at weren't cost effective in small cylinders. The gas would cost me almost as much for the small cylinder as it would if I'd simply gotten a "stock" large cylinder. I don't know what your guy keeps on hand, but be sure to check in advance to spare yourself any surprises..No government ever voluntarily reduces itself in size. Reply:yea I hear what your saying about them stocking the tri mix in the 60 CF tank.  I have 4 different LWS near by so I will call them Monday.  Would the crack in the handle be an issue or is that fairly common?
Reply:Tanks that I have bought and are out of date on certification I trade in no problems but they charge $25 fee to hydro-test and and certify they just trade out the old one for a new one.  I don't see a broken handle being an issue
