Idle amps on 355 Lincoln square wave

I just bought a 355 square wave.It was wired for 575 volts.I changed the voltage to 230 and plugged it in to my 60 amp circuit to test unit.It welded fine but when I stopped it tripped the breaker.I know this is not as large of a breaker as I need.This welder has power factor capaciters and it draws 65 amps at idle.When stick welding at 150 amps the draw was 45 amps.I disconnected the capacitors and idle current was 7 amps,and 29 amps when welding at the same current.Is the idle current.Is the idle current with power factor correction about right?At what welding current will the input amps be less with power factor correction than without?I don't see myself running over 250 amps but I think I got a good deal on this machine.The  wiring for the capacitors goes to H3 as per notes on panel for a 230 460  575 volt unit.
