gas lens part?

I bought a "lot" at an auction that has many welding rig parts. It came with a CK tig torch and different gas lens components. One of the components, pictured, I do not know how to set up. Reply:Can you flip it over?The peice has a hole in the centre so that gives you a hint?
Reply:The hole is thru. The white center is ceramic and the black is a rubbery coating.
