Looking for a part

Not sure if this is a custom item, or a common item I don't know the name of.  Thought a video would be best.  If you have any ideas, please let me know.The "consumable" part is something that can be purchased, but I don't know where.  I plan on asking my neighbor tomorrow (this is something he asked me to build a copy of).... which may lead me to the actual part.
