Quick question about prevailing wage!

Lets get straight to this as im on my phone and on break.How do you know if you should be getting prevailing wages? I know the whole "If its government funded over $1000..." it should be but what are the loop holes/exceptions?Im employed by the navy but am through a management company or staffing firm i guess you could call it. 6 month probation period like most others have. When i first got the call with all the job details i remember hearing them say "we recently won the contract and need employees with you skills quick!" so by the sounds of it the management company is getting the government funds. Are they entitled to give me prevailing wages or no?Any help would be appreciated! I need to make decisions quickly and not sure how hard i can push this!
Reply:Try asking the general contractor. It usually has to be on site labor. Shop fabrication is a loop hole that they get through. If it is federal or state funded i think it is prevailing wage. County i am not sure about. Reply:Its ****... thats why i was wondering.Prevailing wage for a welder is $20.32 over here (Rhode island) and $3.81/hr for benefits.Thanks for your input!
Reply:Wow that sucks! Over here in hawaii an electrician makes like $68 and an hvac installer makes $60 ish. Reply:I just looked for the fun of it. Prevailing wage for an electrician in Honolulu is $28.25 and a welder is $25.04. The person working for the department of labor that makes these wages should be sentenced to minimum wage for life.

Reply:That does not sound right, laborers in MA were over $30, last rate job I was on I got $52 as an ironworker/welder.Disclaimer; "I am just an a$$hole welder, don't take it personally ."

Reply:The staffing firm or whatever you want to call it is confusing the hell out of me honestly. Something about "service contract act" or something along those lines?All i know is there is NO WAY you can afford to live in Newport for $20/hr. Especially with no overtime.Thanks for the idea though. I will call them in the morning and get some details.

Reply:Not so ive been told. They told me themselves that they need to pay prevailing wage. Im not sure if they are truly a staffing company. Just calling them that as im not sure.. lol"SRM has been serving Federal Government clients for thirty-three (33) years, and has supported State of Rhode Island and Commercial agencies for twenty-two (22) years."

Reply:Look at this site:http://www.wdol.gov/dba.aspxIt will give you the rate and fringe package.  You need to add those up, and that will be the PW.  You should be paid that, minus any fringe package you may receive.  If you notice, the rates are more than double you quoted

Reply:No...that is my problem. Its a huge pay cut. I was making Over $60....now its a third. Also that link posted above is DBA which is not SCA. Thats over double of what i got quoted at.Basically im trying to see who is screwing who! Because im not working for that much! Ill go back to nuke plants. lol

Reply:Yea, not trying to give you **** for helping...sorry.There is the Davis-Bacon Act which is what you posted and the Service Contract Act which is what they are trying to pay by.The DBA is $57.21 combined and the SCA is $24.13 combined. (Pay&Fringes)Now i just need to find out which act they should be paying from.I am currently on hold with the department of labor to find out. So i should have some good information shortly.
Reply:No need to apologize, we're all guilty of throwing around acronyms, and forgetting that not everyone can understand them.  The Service Contract Act is actually one that I am not familiar with, and where it is operative versus the Davis Bacon.The DOL is a good start.
Reply:Guy from DOL gave me very little helpful information.DBA - contractors or subcontracts for construction alterations or repair.SCA -  contractors and subcontractors performing services. Thats all i got....lol The only thing i dont get is how is providing a service worth half the pay of construction or repair.
Reply:The way it is written here in Wiki, I would think it is little different than DBA.  For instance, there is a wage difference in field, shop and shipyard boilermakers.  This would be reflected in the PW of a shipyard maintenance being slightly less than field boiler making.  But a SCA of $24.13 inclusive of fringes is hard to fathom for skilled tradeshttp://en.wikipedia.org/wiki/McNamar...e_Contract_Act
Reply:Well, not sure what to do now. Obviously im not working for that! I doubt the company is going to pay me double. Looks like its back to nuclear i guess.Was hoping for it to be DBA but i cant prove it..
Reply:I see "bill boards" every time I go by State or County road construction projects that show the PW for each job (dirt, concrete, etc) posted so everyone knows if they are getting screwed or not.I just assumed all gov. jobs were the same.Good luck!It ended up working out. I told the staffing company to pound sand. Got offered a position directly through the government a little while later. So far im happy!
Reply:NYC LU 40 our cost per man $135.00 hr. Iron worker  Base rate tower crane NYC is $82.00 hr.  plus benefits .
