miller bobcat not charging

i have a bobcat 225 and its not charging i have checked the stator not grounded new regulator when its running the 2 out side wires 1 has 9.1 the other has 0 what would be the resistence between the 2 outer wires any help would really be great thanks dale

Reply:tore the fly wheel off keeped the meter on and wiggled the wires stayed the same .when i had it running and moved the regulator it would spark so there is juice coming from some where my old reg would not spark when i tried to ground it. magnets are all tite just a little bit of serface rust on the stator
