Question about the vague sentence in Owner's ITB, Plz Help me out~

I hav a problem with the vague sentence that says "When welding joints of steel having various analysis and heat treatment, the first pass shall be subjected to liquid penetration testing" on Owner's ITB. The sentence "various analysis and heat treatment" is very vague. what does it stand for???Plz help me out.
