Trailblazer 250g low weld power at first

Hi there I’m new to the forum. I have a trailblazer 250g that has low power output when I first start it. For example I have to run 1/8 7018 at a full 250 amps and it will weld fine until you hear the engine loads and then it ramps up to an actual 250amps, at this point I can turn the dial down and it weld’s normal until I shut it off and it starts over. I have checked the 120v plug and it always puts out 120v and 60hz so it seems like it’s just on the welder side, also have checked engine speed and it’s right at 3600rpm. Any input would be awesome I love having this welder but need to get her fixed!
