should i return this part?

hello, as i have posted earlier i am new to welding. still dont have all the tools to start. earlier this month. i brought a welding tip off ebay. http://www.flickr.com/photos/7377471@N04/4730630981/listed as newForney 87832 Type 4 Size 0 (0-W) Victor Welding Tip NEWbut what i received doesnt look like what is in the picture. it is noticeably shorter by a couple of inches and it doesnt even fit the packaging;http://www.flickr.com/photos/7377471@N04/4731205632/http://www.flickr.com/photos/7377471...n/photostream/http://www.flickr.com/photos/7377471@N04/4731205602/no knowing enough about gas welding, i am concerned that a part that is not like as advertised or has be altered could be dangerous.also its taped up in two places. it doesnt look new to me. anyway i'm now in dispute and i'm about to send it back. but first i wanted to ask people who may be familiar with this welding tip and the way its packaged to tell me thats the way it comes and i am mistaken or i am right to send it back? thanks.
Reply:You would do better, at least with me, if you bothered to use capitalization when you post; proper grammar and punctuation can make some difference in meaning, and does in perception of interest and effort.The packaging is designed to fit all sizes of tips; the one you ordered is a low number one for low gas flow/flame size, so is correspondingly smaller. In one picture, the joining nut is shown over the lower tip section, while another picture has it higher and thus shows the 'compression' section which the nut normally fits over; nothing is really different. I see nothing wrong with the tip and would at least try it to determine if it works properly, assuming you have the other equipment to do so.
Reply:I would carefully compare it to the current tip, and see if it is the correct item.  If it is new, and unused and fits properly weld with it.  If not, contact the seller and see if it can be worked out.  There is always negative feedback if he wont help with the issue.I'm spending my Kids inheritance, I dont like him that much anyway!!!!!!Enuff tools to do the job, enough sense to use em.Anybody got a spare set of kidneys?  Trade?

Reply:Excuse my carpal tunnel shorthand. Thanks for responding. It says for Acetylene on the package, but do you know if I can use it for oxygen/acetylene as well. I have googling and I and I cant seem to find any info on this tip aside from the ebay description and I dont know if that source is correct. Thanks also to llamafur and Rbeckett for responding. Reply:The fact that it says Acetylene means that it is for use with Oxygen/Acetylene and not Oxygen/Propane.So yes, use it with Oxy/Ace!Most times, the size and designation of use is stamped into the metal of the tip somewhere, check to see if it matches what is labeled on the package.And as to your post of what was listed on the sale and what you should do about it, without a look at the actual add, we can't take a side and tell you what you should do there, we would only be speculating on what to do according to what you said the add contained, that would make it a little one sided!Are you sure the add didn't mention something about the open package?I have seen and purchased a lot of items on ebay that where in open packages!What model of Victor torch are you wanting to use this on?#1. If you don't like what I wrote, or if it offends you, then don't read it!#2. I am living life the way I see fit, if you don't like the way I'M living, tough sh**!
Reply:I understand the handicap; my fingers were the first casualty of an active life.Tips made for Acetylene/air torches look somewhat different, IIRC. That tip looks like a standard OA tip to me, and I would assume that if the number designation is correct to fit your handle and mixer (if the mixer isn't built in to one or the other), then it should be correct for OA use.  If you still aren't comfortable, you might contact OADoctor (I think that is the correct spelling; do a search for the name, if needed) and ask him more particulars.
Reply:Very Good! Thank you Oldiron2 and Ken Dennis, for the clarification. I will keep the part. i wouldnt ask anyone to take sides, i just needed to know if it looks like a size 0 welding tip.it's a victor compactible oxy/act set from Proline. I was only concerned about the open package just because i was afraid the part may have been shortened or something.  there are no staining or scratches that would indicate it has been used before, so if its the right length i have no problems with it.
