Welding Solid Steel

I am about to start a project which mainly involves welds between 1/8"-walled tubular, square steel. However, there is one section (a "T" shape) where the vertical section is tubular but the horizontal section is solid bar (1" square). Is there a special technique to ensure enough penetration into the solid section?
Reply:in general turn up the juice, concentrate the arc on the thicker section and sort of 'wash' the pool onto the thinner stuff. couple of other things to take into consideration- is it a fillet or a butt joint? can you weld it downhand or does it have to be done in situ? how much load and from what direction will it need to resist?
