Old oil tank welding... again

I know this sorta question has been asked many times, but I don't exactly have the same details.I have a 275 gallon old fuel oil tank. It's many many years old. It's sat vacant on our farm for over 5 years, probably closer to 10... and I'm not sure how long it sat before then. While it's been on our property it's had the 3" cap open & the (2) 1" vents open. Chipmunks have shacked up in it... and I've cleaned as much of that out as possible.I'm just going to use it as an rainbarrel for our garden. There is no sign of fuel oil in it... nor does it have the slightest odor. Feeling the insides shows slight signs of rust, and no sign of oil. (I know this doesn't mean much) I would actually think it was an old water tank if it weren't for the UL tag on the top. I don't think water tanks had those.Someone has shot thru it in 3 locations. 3 small bullet holes. I need to weld them up. It shouldn't take much to fill them in... and the heat would be limited to one area. They are all within a 1ft square.I don't have a steamer... I don't have a torch... and I don't have a MIG welder. I have a wire welder and an arc welder. The location of the bullet holes makes it impossible to fill it with water and remove all air pockets. My dad said he would weld it without question. My neighbor says he would weld it if it was filled with water as much as possible. I've read running vehicle exhaust thru it while welding would help prevent explosions.Advice?

Reply:If it had gasoline in it then I would stay away..I saw the results first hand with a tank that had gasoline in it but yet was in a field for 5 years..Washed out etc..Still burned a whole plastics factory to the ground after attempted cutting with a torch...In your case  just do it..But do it right the first time..Sucks having to do it over because it still leaks.....zap!I am not completely insane..Some parts are missing Professional Driver on a closed course....Do not attempt.Just because I'm a  dumbass don't mean that you can be too.So DON'T try any of this **** l do at home.

Reply:I've always been told a MIG welder is a gas wire welder... and a wire welder is, well, a wire welder.This tank is solid other than the holes. Luckily whatever gun the person was using wasn't very powerful, else it would be hitting the scrap yard. I had a lady stop by when she saw me outside welding it... and offered me a 500gallon tank she had on her farm. She said it's always had water in it... and she was gonna have it hauled off. If this tank leaks from the other holes, which it very well might, I'll go get hers.This past month we had a water line rupture between the house and the main. We ended up replacing it all, considering we had a leak last September too. I figured it was the best choice. Those 3 days without water while I did the work and tried to maintain the regular job weren't pleasant for the wife. ;-)This is a backup system. We'll use it for the garden in the spring and summer, and if the time calls for it, we can pull from it to flush the toilet... or filter it and use it for other things. At least it's there. I pulled (4) deep cycle batteries from a construction project we were working on a week or so ago, and those will run a little 12V pump to water the garden or fill buckets. I plan to throw a few solar panels on the shed to keep those topped off. Basically, a little self-sustained shed... and this is a part of it. I do appreciate the help guys. Attached Images
Reply:I just have to ask 3 bullet holes?  It looks like it was shot 300 times.  Did only 3 make holes?
Reply:Yep... like I said, it wasn't a very powerful gun. It could very well show leaks in other areas once it's full, but those are the only 3 that show light from the inside. It looks like someone shot it at several yards... then got fed up with it and moved closer. The 3 that punctured it went all the way through... no cracks, just a hole. It was like that when we got it.
