Lincoln Regulator

I just got a Lincold 175Plus today and the regulator will not go below 9 L/Min.  I It came out of the box this way.  The needle will go up but not lower than 9.  This is my first time welding and I was using about 13 l/min.  Should I be worried about the regulator?  Lincoln has a 3 year warrenty.  Should I call them and have them send me another?  I dont know if 13 L/min is actually 13.  Could the needle be off and it is actually 5 L/min?Thanks,Clay
Reply:Is the needle zeroed when the tank is off? If not, it is adjustable. If it sits at zero, I'd say there is a problem and I'd ask for a new one.
Reply:When the tank is off, the pressure is at zero but the flow meter it at 9 l/min.
