stuck oxygen cylinder valve

Went to my LWS and exchanged my 80cf oxygen cylinder today.  I got home and went to "crack" the valve and i could not get it to open.  The valve seems to either be stuck or its just very, very hard to open.  I really don't want to put a lot of force on the valve to open it because i don't want to break it or not be able to close it.  Should I bring it back to the LWS and tell them the valve wont open and exchange it for a different cylinder or what?
Reply:If it's not close by call them and tell them what's up.They "should" have no issue swapping it out.
Reply:Yes swap it. Cylinder issues are THEIR responsibility. If I get one that even has a slightly dinged valve mating surface it gets swapped, no questions asked. Thats why you pay a maintanence fee.
Reply:Take it back. PERIOD.
Reply:Yes take it back. A stuck valve that is forced can lead to major injury if it breaks or allows an uncontrolled release of O2.
