Rego or Stuart Oxygen what kind of torch is this?

Is this torch usable/safe? Or is it junk?It says Rego and Stuart Oxygen on it.  Other letters I can't make out.(see pic). Attached Images

Reply:If the valves aren't leaking I would think it's safe to use.  I'd put a set of flash arresters on it but other wise just use it if it were mine.
