How do these portable tanks work as far as filling? I see you can buy these with empty bottles, so any LWS will fill them? Can you fill them yourself from larger cylinders? Looks like this guy is giving these away...http://raleigh.craigslist.org/tls/3827982490.html
Reply:I keep a set of "burglar bottles" for small out of shop use.  They are user owned tanks and possession is considered proof of ownership.  The small tanks are sold only, never leased.  The LWS will trade up and give you credit for the tanks you have, if you go up to a B cylinder acetylene and a larger oxygen bottle. Reply:I refill inert gasses, but never acet or oxy. Those will not last very long.
