This is how you repair a rusted out wheel. This is how I do it for the Amish in my area. They get the steel rolled then I help make it fit and weld it on. Reply:Amish don't pay you to grind the rust off first?One weld looks like you may have (6 oclock position), the weld at 9 ocloock position definitely doesn't appear to be ground.Penetration would be better if you ground the it first.

Reply:That third photo brings new meaning to the phrase "steel belted radial". Some friends in Kentucky have Amish neighbors and do some similar things to help them out, too.
Reply:No they don't like for you to use that grinder much, takes more time.Just burn it hot with 7018 and boil the rust out without burning through.
