Porosity or Inclusions?

I know this is an idiotic question, but does this look like porosity or an inclusion to you? The person who cut up the plate said it was inclusions due to mill scale and surface rust. However, there is no mill scale on the plates and the rust is easily burned away. Not to mention it looks exactly like porosity me.Sent from under a Miller welding helmet
Reply:Looks like porosity to me, but it could be from mill scale/rust.  Really hard to tell from just that picture how well the plates were prepped.
