Regulator broken?

Newb here. So I picked up first welder. Mm211 which was used. My question is this. The regulator which meters the flow rate seems wonky.  Say it is labeled from 0-50 clockwise with 0 being at about 7oclock. The needle sits just beyond 50 at rest on the pin stop at about 5 o'clock.. When you turn the knob open a bit the needle moves counterclockwise to 50 the more you open the knob the more ccw the needle turns until all the way to 20. Is it broken? Can I fix it.
Reply:I think I'd try a new flow gauge(low pressure) first. The regulator probably got dropped and the landing screwed up the gauge. Reply:My lingo may be off. The one that seems off is the one that measures flow. Not how much is in the tank.
Reply:It's been awhile since I priced out gauges, but HTP sells a flow meter that many have used for about $35 or so..No government ever voluntarily reduces itself in size. Reply:Well that's good. I thought it seemed like a really stupid way for a gauge to work.
Reply:There is nothing wrong with your gauge or regulator.   Turning the regulator handle CW increases flow; CCW decreases flow.
